Basic thermodynamics. A system cannot accumulate mass if the energy expenditure is higher than the energy going in.
Now the confusion might be that people REALLY overestimate the amount of calories they burn and consume. Meaning you might not need that much calories to gain mass and if most of it comes from protein then you'll build muscle no matter what.
