I do steep, high intensity incline walks for my calves (and cardio in general, I find cardio boring) and am pretty happy with how it's going. Also it's just a good warmup in general for my seated leg extensions and lying leg curls.
Calves are like forearms, you need time under tension workloads to grow them. Long distance running/walking/hiking, cycling, maybe roller blading or skateboarding. Just doing some sets of calf raises at the gym won't give you any pronounced results.
Think about this: Your calves are so strong that you can lift your full body weight on one, one leg, and hold it, without struggling. The calf is an incredibly strong muscle.

My calves are the only muscle where I get DOMS every time, no matter how often I work out. Is that normal?

I do calf raises in the squat rack, I feel they put less strain on my arms compared to using dumbbells
