Start Lifting & Start Cutting: Cut out all sugar and carbs, that's the the best and probably only way to cut weight off your belly, tits, and love handles. Eat below maintenance. Then when you look less ogreish, start bulking.
The "Start Bulking" path is best for building muscle, but probably less often successful than the "Start Cutting" path. Because you may look too unsightly in the near term, get discouraged, and then quit. So, like with many things in life, the more (seemingly) roundabout path (of cutting first) may be more optimal.

I started with wide hips and wide shoulders but almost an hourglass shape. After years my lats filled out and now my core is blocky and manly. You'll never have a small waist so forget about it and become strong

The only fix for aesthetic purposes is to fill out your lats/traps/delts. A big back will help even out how you look. We lost on the genetic lottery, but hey, we can still build muscle (unless klinefelters). It'll take you 2-3 years of consistent lifting and nutrition to achieve a somewhat proportional body, but it will be worth it. Either start now, or continue to look like shit.
