Mentzer didn't invent that, but that is the best form for skullcrushers. Your head doesn't need to quite hang off the bench but it is easier to get the form right if you do that. The important part is that your arm shouldn't be fully perpendicular with the floor at lockout, there should be an angle so there's still tension on the triceps.

I think I read it in strength training anatomy that best triceps exercise is laying dumbbell skullcrushers. It trains all 3 heads equally in that position. It does somewhat require a very precise technique though.
I can never sustain good form on rope extensions for more than 5-6 reps per set unless I’m doing light weight. After 7 reps I can’t push + twist the rope all the way. I only ever do tricep pushdowns using the V-bar

My elbows hurt no matter how I grip the bar, so I just do extensions to failure at the end of my sessions.
