First of all, up your protein a lot. Over 35% of your calories should be sourced from protein. Second, you want to aim for at least 15 sets per week, and I recommend splitting this up into 3 non-consecutive days. Third, take the sets to failure with a high enough weight that your failed rep lands on rep 9.

If want to see bulk on your arms you need to train triceps as well. Cables are great but add in skull crushers or close grip bench with high weight
Yea stop training like a retard. Yes to an extent certain muscles respond slightly better to certain type of training but that doesn't nullify everything else. I wouldn't do 1RM for bicep curls, that doesn't mean that I wouldn't do 4-6 reps with really fucking heavy weight instead of 12 with light weight.
People really be curling 15kg dumbbells and then wonder why their arms aren't big, meanwhile I'm curling 30-35kg's. I don't know anyone that curls 35kg and has small arms. Surprise suprirse go figure.

Add an arm day and do an extra bicep/triceps exercise at the end of every upper body day. Example: If doing a push day, do a curl at the end, and vice versa
