You need pectin if you want to create jam (from fruit) with LESS sugar. There are products of pectin that claim that you can use zero sugar with it to make jam, but it doesn't really make sense unless it has something else with it (probably not for human consumption). Pectin is in fruit and different fruits have higher or lower levels which can be used to make jam. Fruits with lower levels need added pectin. Added sugar is used to bond with water molecules to gel and set the pectin. If you don't use any sugar all you're going to get is watery hot mush or you'll be evaporating out all the water waiting to see it gel and get shitty dried fruit.
