It literally says it below. Y-axis is crotch height, X-axis is overall height.
If your crotch height is low, you have a long torso and stubby legs. And if your crotch height is high, you have long legs and short torso.
But if you're tall then obviously you're going to have longer legs. Isn't that graph just stating the obvious.
