Some athletes are given free passes (Bolt being a prime example), some do not bust their own players and instead tell their clubs to list them as injured (FA/Prem), some are in league with the establishment to hide the issue (famously the Spanish FA, courts and Barcelona).
2. The drugs are different and now undetectable. In football HGH (just look at how many players have that typical 'HGH build') and EPO are the drugs of choice. The FAs drug testing in England isn't set up to catch either, nor could it.
