If you wanted 3pounds of muscle growth a week, you would need 600 x 3 = 1500 a WEEK. That's just 257 calories a day above maintenance.
You need to put on fat too. You need to be in an anabolic state to put on muscle. Do at least 300 calories surplus. You can't reliably measure less.

Besides your pants getting slightly harder to fit in, nothing else you stated should come with a bulk. If your bodyfat is increasing quickly and substantially enough that normies are calling you fat, you’re eating way too much food and are just becoming a fatass. Aim to gain only a few pounds a month (i.e. 2-4 pounds) and assuming your training/diet/lifestyle isn’t complete shit, you’ll gain plenty of muscle without putting on an insane amount of fat.
