They're engaged the entire lift, and by virtue of less bicep involvement they HAVE to be stressed more in order to get up. They're not only involved in getting you out of deadhang.
I feel like people don't see that they're not the same movement pattern. Biceps aside they aren't the same movement, chins/neutral have your arms more perpendicular to your body/bar, where pull-ups are more parallel
Chin-ups actually isolate your lats better because pull-ups engage your traps more. By altering the angle it hits lats more, and some of the weight is shifted off of the traps onto the lats and biceps.
Basically, if you want to hit the entire back intensely at once do pull-ups, if you want to hit lats super hard, hit biceps, but probably need to do shrugs later then do chin-ups.

No, you can maybe do one, I've actually had to haul ass over concrete walls and around a couple of buildings the only way you train for pull ups is with pull ups.

Anyways removing the bicep from the equation comes with the benefit of being able to blow up your lats which cover more of your body and contribute a lot ot other lifts.
Pull ups are harder. Avoiding what's hard keeps you weak, doing what's hard makes you strong.
Squatting on a bosu ball is "harder." The only reason pullups are harder is because they use less muscle mass. Exercises that use more muscle mass are better.
There is no reason they "have to" be doing more. You can't really "make" a muscle do more that is already fully involved.

there's no reason not to do both. I program weighted chin up as a primary movement and weighted pull up as an assistance movement. Better upper back engagement + less bicep tendon pain when adding volume + good upper back gains

stop trying to make training more complex than it is, there's almost 0 difference between pullups and chinups, except that it's impossible to tear your biceps on pullups while on chinups it's doable
ive never done weighted pullups. i kinda assumed that i was too heavy and weak enough to do them well enough that it could be considered training. i've been working up to it with lat pull downs and various rows.
then the other day when i was resting between squat sets, i deadhanged from the pullup bar just to see where i was at, and pulled myself all the way up! baffling. i look forward to screwing around with these on my next back day.

What's a good accessory to actually improve the last bit of rom on the top of a pullup. No matter what I do I can't get my 5rm past 35lbs on overhand. I'm am slightly over 200lbs btw, it's just weird because the top end of chins/neutral feels so much easier
