minoxidil is ideally applied at night, you'll want to use the foam as the serum will drip and cause hair growth elsewhere.
apply directly to the skin only, not much is required and wash your hands carefully afterwards as foam tends to get stuck in cuticles.
technically it's readily absorbed and the majority of the minoxidil should be gone in about a minute from application, but it really depends on how much you're applying, too much and there will still be plenty of minoxidil caking out and potentially washing over your entire face if you're going to be applying moisturizer over the same area afterwards or rubbing off onto your pillow case and getting elsewhere, unless you're going to wash your face a few minutes after applying the minoxidil, being careful not to wash the rest of your body with it.

When do I apply it though? Before or after moisturizing? If I apply it after, my skin is still moist from the moisturizer obviously.

It would wash right off; you should moisturize after applying aftershave, which can be alcohol-based and won't dry out your face if you apply moisturizing lotion right after. Also you should definitely not exfoliate every day. If you're shaving your face daily it's debatable whether you need to do anything else to exfoliate period.
you should disturb your skin as little as possible. Good skin is made in the kitchen.
Someone tell me how to get rid of back acne. Yes I shower and change sheets weekly. I’ve tried salicylic acid spray and it helps make it less severe but doesn’t get rid of it
