This is common practice for athletes of multiple sport.
Muscles and tendons have the ability to store and release energy produced by movement by stretching and contracting under load (the load in sports being the force produced during movement).
Eccentrics are the ability to absorb force and concentrics are the ability to release it.
In other words it makes you more explosive.
In sports you usually train strength, rate of force development and the stretch shorthening cycle with slow repetitions, slow eccentrics and isometrics for strength.
Then you train rfd with explosive repetitions, plyometrics and explosive lifts like oly lifts, sledge sprints and med ball tosses.
The you train elasticity with plyometrics like depth jumps, hurdle jumps and sprints.
Fast eccentrics or fast repetitions are used near the plyometric phase and preps the tendons, muscles and ligaments to be able to absorb high impact forces at high speeds like during sprinting or jumping.
A simple progression to do these safely is first doing slow repetitions and isometrics, then you do explosive reps and eccentrics with a pause or simply paused reps.
Then you start incorporating fast reps.
Obviously you use less weight than with your 1 rep max, you do 3-5 reps with weight that you can rep out for 10, or do sets of 10-12 without going to failure.
If you do this you can become much more stronger even if you don't play sports.
In theory.
In practice it doesn't work, that's why nowadays, it is said that speed is genetic and not trainable.
Back when we used other methods, it was considered very trainable.
If you are not able to make a slow guy fast, a weak guy strong or a fat gyu thin, something is wrong with your training methods.
