With a good row variation it will be enough. But remember than shoulders respond best to higher volume and low rest training. What I did to get good shoulders(which might have been 100% genetics or the swim training I do) is military press 5x5, weighted dips 5x5, front raise+side raise super setted 4x15, rows 5x5 and face pulls 3x10-15. If they dont grow while doing this and eating at a very slight surplus ur doomed. Make sure to push yourself though, shoulders can handle a beating.

Yes, while you're a child to teenager and shortly after that period. A grown human's bone and tendon structure will not change noticeably by training, only muscles will develop and grow. Then theres HGH but who the hell knows what the effect of that snake oil ends up being.
You can build your shoulders up to look more rounded and ball shaped, sure.
What is genetic, and effects the look the most, is how high your trap inserts are.
Higher trap inserts will make your shoulders look lower than your traps, and you will need much bigger shoulders to flatten out your frame and look as we as you are.
Zyzz is a good example of high trap inserts. He has big shoulders, but he doesn't look like he has wide broad shoulders because his traps are so fucking high up and create a negative V shape.
I have the same issue, to a lesser degree, but I like having big looking traps for less work, and I dont mind shoulder targeting lifts, so w/e
